Giving mod rules

According to current situations connected with moderators i got few ideas:

-we give rights to ppl registered here
-we give rights to ppl that know our comunity well
-we avoid situations like this where one day mod loose his rights and few days after he got them back
-if some1 lost his rights he has ONE another chance if he doesnt want to cooperate he will loose his rights forver
-how about creating a RULES for moderators/admins? i.e. (lame one) Do not abuse ur rights | breaking rule- warn (3 warns- loosing rights)
